DWI: Shelly A. Annas, 46, of Ballston Spa, was arrested Thursday, May 12, 2016, following an investigation into a two-car crash and charged with operation of a motor vehicle with a blood alcohol content of .08 percent, aggravated driving while intoxicated, DWI with a previous conviction in the past 10 years, aggravated unlicensed operation of a motor vehicle in the third degree, operating a motor vehicle without an interlock device and failing to yield the right of way. Court date is set for May 23.
Harassment: Cory A. Palmatier, 55, of Ballston Spa, was arrested Saturday, May 14, 2016, on a charge of harassment in the second degree. Court date is set for June 2.
DWAI: Patricia G. Huff, 22, of Ballston Spa, was arrested Saturday, May 14, 2016, on charges of driving while ability impaired with drugs, going 59 in a 30 mph zone and failing to notify the DMV of an address change. Court date is set for June 6.

Endangering the Welfare of a Child: Joseph M. Whalen Jr., 44, of Ballston Spa, was arrested Friday, May 13, 2016, on a charge of endangering the welfare of a child. The sheriff’s office arrested Whalen following a complaint in the Town of Ballston. The agency says he grabbed the wrist of and made verbal threats toward a 15-year-old boy he knew. He was processed at the Milton station and released on an appearance ticket to return to the Ballston Town Court at a later date.
Promoting Sexual Performance by a Child/Sexual Misconduct: Ryan A. Pappalau, 20, of Milton, was arrested Friday, May 13, 2016, on charges of promoting a sexual performance by a child and sexual misconduct. The sheriff’s office arrested Pappalau after an investigation into a sexual relationship with a female under the age of 17. The agency says he participated in and possessed a copy of a video documenting a sexual encounter with a female under the age of 17. He was arraigned in the Malta Town Court and remanded to the custody of Saratoga County Correctional Facility on $5,000 cash bail or $10,000 bail bond.

Criminal Possession: Cole D. Vincent, 47, of Clifton Park, was sentenced Tuesday, May 17, 2016, to three to six years in prison after pleading guilty April 22 to a charge of criminal possession of stolen property in the third degree to run concurrent with a sentence of two to four years in prison for a guilty plea to a charge of escape in the second degree. Vincent was arrested March 24 in Ballston Spa and March 28 in Saratoga Springs.

Drugs: Kelly Burgess, 26, of Charlton, pleaded guilty Tuesday, May 10, 2016, to a charge of possession with intent to distribute a controlled substance. Burgess was arrested and charged in November. The former O’Brien’s Pharmacy technician admitted to taking thousands of Oxycodone pills from the pharmacy. She faces as much as 33 months in federal prison. Sentencing is scheduled for September.

The Saratoga County Sheriff’s Office arrested Harold L. Wolcott, 40, of Ballston Spa, and charged him with first-degree strangulation and second-degree manslaughter.
The sheriff’s office said it responded to a 911 call about a disturbance Friday, April 29, 2016, in the Creek and Pines Mobile Home Park in Milton. Deputies said they found that Wolcott and Scott A. Montie, 51, of Ballston Spa, were fighting but that Montie was not breathing. A deputy started CPR while EMS was called, according to the sheriff’s office. Community Ambulance Corps transported Montie to Saratoga Hospital in critical condition.
According to the sheriff’s office, a physical altercation began after Wolcott, who is the mobile home park manager, confronted Montie over Montie playing loud music. Wolcott was charged with strangulation April 29 and was bonded out of jail later that evening. On Sunday, May 1, Montie died as the result of his injuries. The sheriff’s office charged Wolcott with manslaughter May 2 and accused him of recklessly causing Montie’s death. Wolcott was arraigned in Milton Town Court and remanded to the county jail in lieu of $15,000 cash or $30,000 bond. He has since bonded out of jail and is due back in Milton Town Court on May 5.
